'Hie i German Government considered the off- j ects of the Austrian, armistice and saw no reason for precipitate action. Necessary measures for the defence of the • southern frontier have nVrendy been ! taken. A GERMAN MANIFESTO. (Received this day at 9.25 a.m.) LONDON November 6. The German Government has mnnifestoed the people urging unity to enable the country to surmount the difficulties and appeals to.the civil and military authorities to .assist to the utmost- in applying poliieal reforms. Tt adds that Government, the Arnty, Navy and leaders desire peace, but they must protect their frontiers against- invasion. Our troops needed a rest and this is the sole reason for calling up fresh men. It concludes that tlie German people’s confidence is Government’s essential need. The Kaiser sent a message to the troops on the West Front expressing gratitude at their extraordinary bravery and achievements in the last few months, which had frustrated the enemy’s annihiliation plans.
