The “Times” Washington correspond, ent says it- is believed by the naval , authorities that the terms of the, armistice adopted by the Versailles Council are substantially the same as submitted to the Allies by United States ’ Government. Advices received in Washington indicate the terms will compel the Gormans to withdraw thirty miles beyond the Rhine, and leave behind munitions land rolling stock in the evacuated territories. Russian diplomats point out that the opening of the Dardanelles will have a tremendous effect in the Allies favour. It will enable the Provisional Government to move from Omsk to European Russia which will so strengthen the Provisional Government that it will mean th 0 death blow for the Bolsheviks. It is believed in well-informed quarters that the German people will not tolerate a refusal of the armistice conditions, however severe. Information received in diplomatic quarters snvs there is talk in Germany of punishing those responsible for the failure to hasten peace. The conviction that the end of the war is approaching, is growing. The “World’s” correspondent telegraphs from Copenhagen that the Austrian Army has soldier Soviets.
