LONDON, October 31. In the House of Commons, Lord Cecil said the Government was endeavouring to ameliorate the conditions of Britishers in Russia. He warned the Bolshevik leaders that they would be held individually responsible for any future violence against Britishers. Every endeavour, he declared, would be made to have the Bolsheviks treated as outlaws among all civilised nations.
