The “Vorwaerts” announces the following text of the German Reform Bill: Clause one.—War can only be declared by the sanction of *the Reichstag, and Bundstrat. 2—The Chancellor can only remain in power while he possesses tiie confidence of the Reichstag. 3 The Chancellor will be responsible for the political actions of the Kaiser and the Ministry will be responsible for the tenure, of their office to the Bundstrat and the Reichstag, for appointment. Promotion and dismissal of the officers of the Army and Navy will only be effective by the Chancellor’s signature, while the Minister was responsible to the Reichstag. ROME REPORT. (Received This Day at 10.55. a.m.) NEW YORK, Oct. 28. A United Press msesage from Rome dated 26th, says it 'is reported that General Hindenburg may order the court-martial of General Ludendorff.

LUDENDORFF’S REASON. (Received This Dav at 11.25. a.m.) NEW YORK. Oct. 28. Advices received from Washington 'from The Hague indicate Ludendorff resigned because he disagreed with the reply to Mr. Wilson’s Note. LUDENDOREFS SUCCESSOR. (Received this day at 12.25 p.m) WASHINGTON October 28. Advices state General Lossburg succeeds General Ludendorff.
