(Received This Day at 10.35. a.m.) LONDON, October 23. The Unionist Liberal War Committees debated the position of prisoners of war in Germany and elsewhere. The Liberal Committee resolved that the Allies, as a condition of peace should insist on the surrender of all susnected of cruelties to prisoners.
