The Hungarian newspapers are demanding the rupture of the German Alliance.

Reuter’s Telegrams. AMSTERDAM. October 3. [Reports from Vienna, states when the Rciqhstraitli re-opened, tho Premier, M. Hussnrck said the situation resulting from tho Bulgarian armistice was grave not- critical. Military measures taken in) conjunction with Germany permitted a calm contemplation of developments in the Balkans. Ho regretted it was not yet possible to foresee tlie end of the war, but Austria Hungary had not relaxed her offforts to secure a- just understanding between belligerents with a view to the (restoration of civilisation for the future, of humanity and would safeguard the existence of all people. This cannot assuredly be expected of the sword. Hussarek referred to the necessity of the establishment of a League of Nations. Austria Hungary was always ready for an act- of reconciliation and justice, and would prepare the way for a future settlement- of the most important problems in Poland, io whose jarlf-delermiuatJon would he left the settlement of her final constitution. It could not he taken amiss, however, il Austria sympathised with the strong currents in Poland desirous of independence in the shape of a close union with Austrih. Moreover Bosnia and Herzegovina would be remodelled according to legitimate wishes of the populations.' Austria did not intend to abandon her right- to these countries, and wouldtake measures to safeguard Austrian interests including the incor■ntion of Croatia and Dalmatia.

Hussnrck concluded by declaring the Government would carefully prepare the great work of guaranteeing the selfdetermination of all races in Austria in a spirit of complete equality. The speech was interrupted by the Czechs and ended in an uproar.
