GERMAN DEPRESSION. LONDON, Sept. 24. A Swiss telegram reports that a wave of intense nervous depression is sweeping over Germany. The whole population is suffering a form of American nightmare. Despite police precautions, anonymous pamphlets are in circulation throughout Germany, with such phrases as “Two million Americans are attacking us.” “Four millions will attack to-morrow.” “Twenty million Americans are preparing to annihilate . us.”

SPEECH BY CHANCELLOR, LONDON,„ Sept. 24. The German Imperial Chancellor, Count von Hertling, in a speech in the Reichstag, admitted that widespread unrest existed in Germany, being the outcome of tho prolonged war and the disappointing results of the German de--1 cnees, hut there is no cause for pessimism. The enemy would not break the Hindenburg line. The enthusiasm which had marked the early stage of the war had waned, but their determination to fight to tho end remained, lhe war, ho added, had always been a defensive one for Germany. The invasion of Belgium was a breach, of treaty, but their national self-defence overrode treaty obligations.

SOCIALISTS TERMS. LONDON, Sept. 24. It transpires that the German Democratic Party in the Reichstag met on the 23rd inst. to consider the political situation. They decided to enter tho Government, on condition that the Government will definitely acknowledge the Reichstag’s resolution passed in .Tulv 1917 and will make an unequivocal declaration that Belgium, Serbia, and Montenegro will he restored, and that autonomy will be granted to AlsaceLorraine. They also demand direct for the Federal States, the restoration of the rights of public meetings and the liberty of the Press.
