(Received This Dnv at 9.J0 a.m.) ROME, July 13. A decree has been published placing General Cadorna on the retired list, without rank or pay; also Foenro exChief of the Staff, and Capello ex-Com-mander of tho Second Army.

THE REASON WHY. (Received This Dav at 11.25. a.m.) ROME, July 14th.

General Cadorna’s dismissal followed a searching inquiry into the debacle last October, when the Germans broko through Caporeto for which Cadorna, Foenro and Capelllo were held responsible. Cadorna’s appointment to Versailles Council is withdrawn. It is understood that all inquiry "decided that Cadorna didn’t put forth his utmost staunchness against the Austrians. It is suggested that his staff were under the influence of Austrian Clericals.
