In the Reichstag, on the debate on the Navy estimates, Von Capelle claimed that the submarine weapon was increasing in strength. He declared that the. figure-9 quoted by the Anglo-French Ministers were untrue. The enemy tonnage was consequently decreasing owing to sinkings while the enemy requirements in tonnage were increasing. German submarines like tho German Army would secure a victory.

A RESCUED SAILOR. AFTER SUFFERING- HORRIBLY LONDON. July 7. Haakon Ohlson, a survivor of the Noregian coal ship Egliugtoli, was picked up on a raft in the North Sea, after horrible sufferings for nine days. A submarine approached without warning and shelled the ship, firing on tho sailors launching the life-boat. They finally succeeded in making a raft’ six feet, by four. Of nine on the raft, eight died. Ohlson threw himself overboard, after living on sea sodden biscuits and water, and wns picked up by a patrol boat. THE LOST STEAMER. (Received This Day, at 12.10. a.m.) WASHINGTON, July 7. The Covington, which was torpedoed, remained afloat for several hours. Futile atempts were made to keep her afloat, nfter the survivors were taken off by destroyers. The torpedo struck her forward engine - room, bulkhead and engine fire room. The U-Boat was not seen.
