KUHLMANN’S FAILURE
AMSTERDAM June 27th. “Knldmanri" tho defeatist,” is the heading of an article, in the “Deutsche 'friges Zeitung,” that has caused a sensation in Berlin. It describes him as a traitor to all international Socialists. It is understood the Kaiser will not opppse a demand for Kulmann’s resignation, as the military faction dislike him.
CLEAR TO MR. HUGHES

LONDON, June 27th. Mr. Hughes speaking at London Chamber of Commerce luncheon in liis honour, said it was clear from the. facts that the military situation on the western t and Italian fronts are well, and from the tone of the inspired German press,'and the utterances of her rulers, that the enemy are becoming increasingly anxious. Kulilinann’s recent speech was a clear, candid admission that the recent, vaunted offensive had been but barren gains.

The independent socialist, Haase, speaking in the Reichstag, said Herr Kuhlmann’s retractions showed the military party was supreme. The man really ruling Germany was Ludendorff, and why not make him Chancellor? Kuhlmann had stated mutual confidence, honesty, and chivalry was a nee--essary preliminary to peace negotiations Could the Government expect such confidence? There was no paragraph in the Brest Litovsk Treaty that Government had not broken, or were not prepared to violate. j Haase bitterly complained that Gov-j ernment said the American would never j enter the fighting, yet now they had j seven hundred thousand soldiers in! France. ■!
