The party had inquiries for one Hundred additional constituencies. Ho ■ expected an election before the end of the year. It would Be a most exceptional election, with probably ten million new votes. He believed the results would place the Labour Party in the Commons in a position, socornl to none in the world. There was a possibility of a second election within a year.

The Dutch Government, yielding to the German demands, lias agreed to ask Germany for the safe conduct of every out going Dutch ship, which will be granted only when a ship of similar tonnage is incoming to Holland. Passenger lists and manifests must be submitted for German approval.

Mr Hughes, in urging the necessity of stopping German commercial' penetration after the war, quoted Emil Zimmermann to show that the British shortsightedness was responsible for the rise of Germany, and that her economic position arising from that policy was responsible for the war. Zimmerman, ho said, had depended essentially upon the open duor policy of England. The, Germans were sojourners in England’s bouse. The secret of Germany’s success lies apart from the training and organising of the. working classes, the fact that Kiipland and other countries were great producers of raw materials. If they did not allow Germany to draw upon their great resources of raw materials, Germany would he at one stroke, once more the Germany of 1880. Mr. Hughes concluded by saying: “What is wanted is a clean and definite economic, policy and effective action. The Labour Ministers considered their position in consequence of'yesterday’s conference and passed a resolution that they considered that no action was necessary.
