VIENNA SHORTAGE. (Received this day at 1.30 p.m.) WASHINGTON, June 27. The State Department advices confirm reports that conditions in Vienna have reached a most critical stage, owing to shortage of food and defeat of the Austrian forces on the Piave front. These factors produced a serious political situation, the masses attributing the present suffering to the fact that peace liad not been negotiated.
