Von Kuhlmann in the Reichstag, reviewing the military situation created a sensation by expressing a doubt- if the war would end even in 1919. Herr Kuhlmann, in the Reichstag eulogised the Turkish Government and Enver Pasha who had covered themselves with glory. The question of the Dobrudja line, Maritza, and the Caucasus, remained to be settled, but. there was not a real difference of opinion between Turkey and Germany. A conference of tlie Central Powers, with represetatives of the peoples of file Caucasus would meet at Constaulinople. Referring to Russia he said that colossal ferment could not be considered settled, so lie advised members' comment to be guarded. The chief task of the future was the settlement- of the Polish question, as it concerns relations

between Germany and Austro-11 ungarv. He said further victories by the German Army might- be expected the summer and autumn, hut he would not venture to prophecy the duration of Hie war. Nobody believes that Germany strives after world domination, or even the domination of Europe. . Ilerr Kuhlmann continuing said what we desire is that within the frontiers, which history lias drawn for us, we can live freely, strongly and undisturbedly. That we shall have our overseas possessions which correspond with our greater wealth of capability of organisation that we shall have the possibility and liberty to carry on commerce and traffic to all parts of the world. This is our dim realisation, which is of absolute necessity for the life of 'Germany.

He hoped our enemy could realise it was a dream, that, they could fight successfully against counter measures, which were at Germany’s disposal. Concluding, he said, moreover, we hope our enemies will find a way in due course, to approach us with an offer of peace, which corresponds with the situation and the necessities of German life.

He added that Turkey’s advance in the Caucasus had stopped Germany s designs of establishing friendly relations with the Georgian State.

Count Westarp a Conservative leader strongly criticised Herr Kuhlmauu's statement that Russia should hear the chief guilt- for commencing the war, or the fact that England was guilty. He said Kuhlmann was putting wrong ideas into the minds of foreign nations.
