The Moscow telegrams state that replying to the German demand for immediate surrender of the Russian Black Sea Fleet, Tchitcherin says the Russian Government is prepared to consent to the return of the fleet to Sebastopol, provided limits of Austro-Turco-German occupaion of Russia and also the frontiers of Ukraine and Finland are defined. It is specified that hostilities on Russian territory immediately cease, and Austro-German forces completely evacuate Sevastopol. GERMAN METHODS. Received this day at 2.36 p.m.,) WASHINGTON, May 15. Officials hero informed the United Press that they have learned that Germany is seeking to augment their armies by conscripting Russians in the border lands.
