The “Irish Times” says only one tliiii" would bo more unfortunate that', the total exemption of Ireland from compulsory service, namely, the enactment of compulsory and subsequent hesitation to enforce it in face of lawless, disloyal threats of Nationalists. “Freeman’s Journal,” declares Government is mad. Cabinet has decided to carry the war into Ireland.

Semi-official, Peking reports states Japan proposes to send two hundred thousand troops to China to co-operate with a similar Chinese force, officered by Japanese for restoring ordor in China, and protecting the borders. Japan submits a new series of demands to China, including the 'complete control of the finances; and that fifty per cent of the ammunition purchases be made from Japan; and that the operations of the Iron mines, dockyards be placed under Japanese control

Sperry, Professor at Syracuse Univ rcity, giving evidence to the Senate sub-Committee said Mr Hearst suggested organising an international Ceric m Alliance in 1917, offering to pay expenses of American delegates to the proposed European Convention.
