A HERMAN SPEECH. (Received This Dev at 11.25. o.rn.) ZURICH, April 9. Herr Helfferieh, speaking at Stutrgart, said: We are fighting for our life against England’s political system. Wo shall conquer in the West as in the East, and must undo England’s gains in the colonies, Mesopotamia, Persia anil China. We must not emerge crippled hv the war, and must, not bo excluded from universal commerce, which is England’s aim.
