DUTCH CONDITIONS.

Secondly—coal must bp delivered in Dutch ships for that purpose. Thirdly—The Allies guarantee Dutch shipping will not lie' used in the danger zone. The seizure of Dutch shipping has been delayed for a few hours, but the officials do not believe Holland will agree to the demands.
