MESSAGE FROM KAISER
WAIL OF THE VOWAERTS. AMSTERDAM March 4. Official.—The Kaiser has sent a message to Court Hertling, saying that, the German sword born by our groat army commanders, has achieved peace with Russia. My feeling of thanks to God, who has been with us, is associated with rejoicing for the Army’s deeds. The “Vowaerts” 'commenting on tbe new Russia peace terms. says: Russia ends the war unreconciled, and the policy °f patriotic revanche, once it gets a lead, will find an easy game to play. Tin-' “Vowaerts” bitterly comments that whem the war is over, Germany will stand utterly, alone and unfriended. The people will find that they are faced in peace by the world’s enemies.

The newspapers are drawing atten-, tion to a remarkable instance of German propaganda, whereby any officers in the Swiss Army may be the recipient of a series of pamphlets upholding German military discipline,v and the virtues of German militarism for the emulation of other countries, inasmuch its they embody all the manly qualities of the most admirable in soldiers and civilians. All are printed in the tc North German Gazette” office.*
