A SUGGESTED EXPLANATION. THE HAGUE, March 3. A small enemy • naval craft struck mines off Vlieland during German efforts to save the crew of a .boat that capsized. There were five survivors. Latest -telegrams suggest that . a German torpedoer and some minesweepers ran into a minefield and were blown up.
