The “Manchester Guardian” says the strange thing about Germany's terms, is that no demand is made for the Russian Fleet. Presumably the Germans feared the Russians'-would detroy it, and they hope to get it later. AN OPEN DECLARATION.
OF GERMAN PROPAGANDA
(Received This Dav at 11.25. a.m.) BERNE, Feb. .26. Adolf Friedlan, a German resident in Zurich, openly declares that 'every ' German in neutral countries, including 1 Switzerland, is required by the German Government to work as a spy, or propagandist. He adds that all Gormans in Switzerland have fulfilled the Obligation very loyally and patriotically.
Swiss newspapers indignantly rejoin that Friedman’s candid statement shows' tlie formidable scope of espionage and propagandist organisations inasmuch as‘ approximately there are forty thousand Germans at large throughout Switzerland.
