The enrolment of volunteers to defend the capital is proceeding as rapidly as anticipated. Fifty thousand are under arms in a few days, besides soldiers, who desire to fight ni special Socialist regiments forming from the Esthonian, Lettish, and Musselmen regiments in Petrograd. Many women wish to take amis against the Germans and supporters of Kaledin. The .same is happening at ICieff, Moscow, and Pskov. The Commissaries' have suppressed anti-Soviet papers, and . ordered jthe managers to continue to pay wages to the staffs.

Although a dispute about details is possible, the conclusion of peace must ensue very shortly; A Vienna telegram reports that the Austro-Hungarian delegates have gone to Brest Litovsk.
THE ONLY WAY. OF SAVING THE BOLSHEVIKS. (Received This Dav at 1] 25. a.m ) PETROGRAD, Feb. 26. •Lenin, in an article in the newspaper Pravada, explains that the acceptance of peace is essential to secure the continuance of the Bolshevik regime. A refusal to sign is only possible to those intoxicated by revolutionary phrases. The army is demolished, and refuses to fight. He always tried to persuade members of the party to clear their minds ,of revolutionary cant. One of the greatest present evils is phrase-making. Lenin claims that he warned Russia that a refusal of this peace would result in worse peace terms. All the bourgeoise in Russia' are jubilant at the approach of the Germans. We are compelled to submit to a distressing peaee, but this will not stop revolutions in Germany and Europe.
