CABLE ASSOCIATION & RFWTER.] (Received this day at 1.30 p.m.) , LONDON February ' 24. ■ Russian wireless- —Replying to Kussion proposals of 19th February, Germany on the 21st intimated her readiness to conclude a peace as follows: First—-Germany and Russia shall declare a state of war ended. Secondly:—The regions west of/ the I line indicated at, Brest Litovsk to the Russian Delegation, formerly belonging to Russia, are no longer under Russian territorial protection. In the region of Dvinsk, tins line must he advanced ’to th© eastern frontier of Courlnnd. Germany Austria and Hungary will define the further fate of these regions, in agreement with their population . Thirdly—Livonia and Esthonia must immediately be cleared of Russian troops :and Red Guards, and be occupied by German police, till security is guaranteed by their constitutions. Fourthly—Russia will conclude a peace with Ukraine and evacuate Ukraine and Finland. Fifthly—Russia will do her .utmost to secure an orderly return of the eastern Anatolian frontiers to Turkey. Sixthly—A complete demobilisation 1 of the Russian Army. 1 Seventhly:—The Russian fleets, in- 1 (eluding the Entente warships, must 1 he kept in Russian harbours till a gen- • < eral peace, or till they are disarmed.
