GERMANS BEATEN AT IT. Renter’s Telegrams (Received This Day at 12.30. a.m.) LONDON, Feb. 20. A high Military Authority comments that the Germans, who first used gas, now find that we have obtained a superiority in the delivery of gas and have better protective measures. Therefore they have begun a propaganda to give wo the use. If, we,* now voluntarily abstain to use it, what guarantee is possible from Germany, that she will not spring another ■ surprise on us. ,
