RUSSIAN UPHEAVAL.
INTERNAL RUSSIA. [ADMIIULTY— VER WIRELESS PRESS.] (Received This Day at 11.25. a.m.) •LONDON February 6. A Russian Lettish Plenipotrentaries proclamation - demands undivided existence of the Lettish nation. It denies the Austro-German claim that tin-, |? population of Lithuania Courlaml and Riga desired separation from Russia. They demand the withdrawal of forces enabling a free expression of opinion. Russian has agreed to withdraw declaring that Central Powers could not ■ object if they believed the population desired separation.
