It is extremely improbable that the Bouse of Commons will agree to the vital changes made by the House of Lords in the People’s Bill. The Commons thrice defeated the Proportional Representation Bill. If Lord Selbonrne’s proposal is included .in the Bill it will he impossible to pass .it into law this session. Government will probably invite the the Commons to disagree with th. endments. LONDON, Jan. 23. The House of Lords carried, by 132 to 42 an amendment to the representation of People’s Bill providing for proportional representation on the basis of j each elector having one transferable vote in constituencies returning irom ; three to five members.
