The siting of tho Constituent Assembly lasted all night. Tserctlli read a declaration. by a minority of Social Democrats demanding full power for the Constituent Assembly and the creation of a democratic Republic proposing to erect a special instrument for regu- ' bating the existing- truce, and offering j belligerents to commence negotiations lon a general scale. The declaration further opposes the Bolsheviks Socialistic- utopidn ideas The Assembly voted by 237 to 14X5 against {the immediate discussion of the Bolsheviks declaration regarding peace, land'reform and workmen’s 1 control. OPENING STATEMENT (Received This Dav at 10.15. :« in.) j LONDON, Jan. -19. Petrograd official. —Comrade Everdlaw opened the Constituent Assembly on Friday. There were popular manifestations in the streets, but •soldiers, sailors and workmen did not participate, though they assisted the Red Ghards to maintain order.

Sverdlaw in the name of the Council of Soldiers, Workmen’s and Peasant’s Deputies, submitted a inquest that the Council’s authority be recognised; also (hat. all decrees issued bv the Council of the People’s Commissaries be recognised, pending a dear definition of the relations between the Assembly and Council.
Subsequently the Rolseviks and left, wing of the Socialists Revolutionaries withdrew.
CONSTITUENT ASSEMBLY DISSOLVED.

(Received This Dav at 10.15. >. m ) PETROGRAD, Jan. 20. The Bolsheviks claim to have captured 1,500 counter revolutionary officers at Debalpovo. They also claim success against ‘Ukrainians at Strxskaja and Voroshba'.

The Russian People’s Commissaries for,Food and Communications draw attention to the disorders and excesses at satious % .soldiers and others. They declare the railways are i n the mob’s power. This state of Anarchy has disorganised the transport service, preventing supplies going t<> the starving regions and the armies. They invite the Council to take drastic measures to establish order. The Commissaries announce tho stoppage of the main line of passenger train and numerous railways from 20th January to 2nd. February, owing to the urgency of transporting food to Moscow an ( ] Petrograd.
