London, Oct 27 The new order- defining the motorcar use of petrol, which comes into force qn November 1, sounds the death-knell of joy-riding in private and in Government cars.
The police, an official iu the Petrol Controller’s office explained yesterday', will have power to stop any motor-car and investigate the owner’s right to be using it. Even petrol long saved up may not be used tor pleasure purposes. The Petrol Controller will not buy this spirit, but, the owner may sell it to a dealer, who can dispose of it for legitimate purposes. The Petrol Controller will refund the amount paid on a license not used in consequence of the new rules.
The new order is deliberately aimed at stopping all forms of pleasure motoring. After November lit will be illegal for an owner or driver of a car used for Red Cross, munition. or other purposes to use the car for his private convenience. “If a. policeman sees a motor car or cycle standing outside an hotel or theatre it will be his duty to find the owner and investigate his rights in the matter,” said the official. “If the car or cycle is being used for any other purpose than those laid down in the new order the owner will be prosecuted under the Defence of the Realm Act.”
Summonses for using petrol for motor-car pleasnre trips wore dismissed on payment of costs at Bristol yesterday', it being stated that the cars were used to take munition workers who wefe “ nervy ” owing to hard work for a trip paid for by their employers.
