Socialists in Petrograd are casting about for some democratic method of checking civil war. They propose to summon Soviet Preliminary Pai - liament with a view to surviving the period of anarchy until the constituent A'ssomhlyj meetfe. It §s impossible to see how the elections can .he held in the present state of disorganisation, and further anarchy and starvation which look ahead . Considerable bodies of leaderless cavalry and infantry are approaching Petrograd demanding the coalition of the Socialists and the Ministry.
