REPORT FROM RUSSIA. LONDON, Nov. 20
Haparanda telegrams report that M. Kerensky’s private secretary arrived at Tarnea, with an alleged false passport in the name of an English corespondent -
The secretary confirms Keren.SK.v s flight, but denies knowledge of his whereabouts.
He says the Bolsheviks are in complete ascendency in Petrograd. Tli«y have even sent forces to Moscow, where heavy fighting proceeds. ’ ~ The secretary denies that Koi-nilofT participated in tho fighting; lie'is still imprisoned. The secretary does not think the Bolsheviks desired to arrest Kerensky owing to fear of his supporters, and concluded his statement that a Coalition, Socialist ‘Government had been formed; hut broke up. Other travellers report that the lack of food in Petrograd is growing worse. Kaledin is stopping all supplies for the capital, which cannot hold out more than a few days.
SUFFERING IN PETROGRAD. LONDON November 19. The Paris “Matin” says: Suffer ing in Petrograd is terrible. Kaledin’s refusal of coal arid grain supplies is possibly a master stroke. WANTON DESTfWJCTIdN. (Received this day at 1.30 p.m.) PETROGRAD November 20. The Winter Palace was completely destroyed during the fighting the walls being riddled with bombs and s-ells. The mob stole the wonderful paintings and furniture which was sold in the streets. GERMANY’S REPLY TO SOVIETi (Received this day at 1.30 p.mA PETROGRAD, November 20. The Daily News’s Petrograd correspondent denounced Germany’s reply to the Soviets telegram asking for peace in which Germany stated she can only negotiate with Russia when the monarchy is restored or a constituent assembly convened.

Lord Cecil in tho House of Commons stated that Finland had appealed to Britain for assistance in view of the threateminig famine. Government would gladly do all it coma but the position was not an easy one
