I Received, this day at 8.45 a.m.) NEW YORK, Oetobe r 24. Unconfirmed reports stated Dr. M>clinelis the German Chancellor has resigned. MICHAELIS RESIGNS. COUNT BULOWS CHANCES. (Received This Day at 11.25. a.m.) AMSTERDAM,. October 24. i Berlin advices state Dr. Michaelis’s and the Kaiser had a two hours’ conference. Dr. Michaelis placed his port folio in the Kaiser hands. There is an exciting struggle over Count Buelow’s candidature for the Chancellorship. The Socialists strongly oppose him. I The Vowaerts and other Socialist papers declare that Buelow has absolutely failed as a statesman and that lie is responsible! for the situation which precipitated the war. GERMAN MINISTRY. (Received This Day at 11.25. a.m.) AMSTERDAM, Oct. 2 4. A Berlin message states Helfferich has been relieved of the post of Minister of the Interior, .and that Undersecretary Schwandor has been appointed Secretary of State. A new Imperial Department of economics will he created to deal with social, economic and practical questions, formerly handled by the Ministry of the Interior.
