Mr. Beebv, in a speech outlined pending industnial legislation. He prooosed drastic measures for dealing with unions in posesssion of awards, who strike. Unions may register under the Act or keep outside. If they follow the latter course they must give reasonable notice to the Industrial Department before striking. Arbitration laws must be enforceable and regulated lijy secret ballots for unions on grave issues andthe control of Union Uniranee fees.
