THE DUTCH EMBARGO: fAUSTIIAt.TAN ife N.Z. CABLE ASSOCIATION] LONDON, Oct. 13. ' Lord Robert Cecil, commenting on the British embargo of Dutch transmission to dormany of sand, gravel, and metals, declared that the question was most serious. He had iusL returned from the West Front where undoubtedly the Hermans wen* using these materials for concreting trenches, pill-boxes, etc., in vast quantities. Replying to the Dutch contention / that the (Herman's Merc using these materials for road-making, Lord Cecil emphasised the nrohnbility of the Cermans satisfying their civil requirements with materials obtained in 'Belgium itself, enabling imported materials to lie used for military purposes, justifying the stoppage.
