Further regulations have been gazetted for safeguarding ships and cargoes they declare that it is unlawful for any alien or person who is a British subject by naturalisation only to be engaged ih the work of loading or unloading a ship. The regulations do not apply to the master or member ofthe crew who arrived in a ship from ti place out of New Zealand.
