The Govern- ' ment has been compelled to enter into negotiation with tho Czechs who 1 obstinately pressed their claims, while 1 the Germans are conducting an yppreeented agitation againft the Slavs 1 and the Monarchy. 1 ROME, October 1. ; Pendemonium reigned in the Reich--1 eratsh when the Budget Committee by 26 votes to 14 refused t-o approve ■ of the Budget. Herr Wolffgr&n representing the German Party denounced the convocation of Parliament as the supreme error of the Government which ought first to have created a majority worthy of its confidence with Czechs sitting on the same benches as patriots. At this the Czechs created a wild uproar. ! - —— * AMSTERDAM, October 1. | The Austrian Socialists are calling upon munition workers to proclaim ageneral strike and are receiving a favourable response . Many of the strike leaders have been arrested at Vienna, Prague and Brunn.
