An official' Berlin telegram states j Kuhlman has made a verbal communi- j cation to tho Papal Nuncio at Munich ; supplementing the Note, declaring that | Germany is willing to make peace on j tho basis of the evacuation of Belgium, agreeing to the restoration of her independence and offering to contribute her share of compensation for war damages. Germany demands there bo no repetition of 'the Belgium 1814 (?) menace, the administrative separation of Flanders and Walloons must be main tained because it corresponds to the majorities wishes. Germany must be allowed to develop economic enterprises in Belgium especially Antwerp. A semi-official explanation of the communication states conditions are compatible to Belgium’s dignity. Germany avoided mentioning the Throne, liecause that is a domestic matter. Germany will agree to any Government if Belgium accepts the conditions.
