Mr. Gerard (former American Am- j bassador to Germany) writes in tho 1 “Daily Telegraph” that in January, ] 1917, after the issue of tho German 1 Peace Note, Dr. von Bethnmnn-Iloll-weg (then German Imperial Chancellor,) replying to questions by Mr. Gerard, said: — “Germany must retaifi Liege and Namur, have other forts and garrisons, and possess the Belgian railroads, ports, and communications. She will not allow the Belgians to have an nrrny.” Mr. Gerard remarked: “You have not left much for tho Belgians, excepting that King ’ Albert shall be allowed to live in Brussels with a guard of honour.” The Chancellor replied: “We must commercially control Belgium. AVo cannot allow her to remain an outpost of England.” Ho added thnt Germany would evacuate the north of France, but would require a rectification of that frontier and substantial rectification of tho Russian frontier. She would allow Bulgaria deal with Roumania. Austria might allow a very small Serbia to exist, but Germany must have indemnities from all the countries, and must have her ships and colonies back.
