The Vorwaerts states that a manifesto has been issued in Germany stating the citizens of the Fatherland are in worse peril than in 1014. The enemy to-day is working in our midst. I The Vorwaerts comments that the I persons responsible for this manifesto want a war against their own people. Let us have it, but the Reichstag take j care that nothing shall interfere with the peoples’ defence against agitators for civil war. A NOTABLE ARTICLE. . This fact must bo the starting point for negotiations, but Belgium cannot be oon--1 sidered separately, aiul must be settled with all the war porblems. Germany is ready to renounce her territorial and economic conquests if her enemies are ready likewise as Belgium specially Britain. Germany would bo willing to restore independence under guarantees lor neutrality and the rights of her various nationalities. The article is attracting much agitation.
