KORNILOFF ARRESTED. , PETROGRAD, Sep. 15. General Komiloff and his principal lientenants have been arrested. Ministers and generals are rising and falling with kaleidoscopic effect. The latest appointments are General Teploveht to be Commandant of Petrograd, and M. Poltschinskv to be Gov-ernor-General of Petrograd, superseding M. Ravinkoff.
