The Cossacks’ Council pawed s significant resolution, denying the right of the Council of Workmen’* and Soldiers’ Delegates to intervene in the re-organisation of the army and expressing faith in General Kormloff as the only general capable of restoring Russia’s fighting power, and intimating that in the event of his removal the Council will renounce responsibility for the action of Cossacks, both at the front and in the rear. General Alexiff, addressing the moderates at a preliminary conference blamed the Government f6r the military collapse.
