, MADRID, Aug. 13. I Workers': General Union has declared a general strike. The Government has established martaal law throughout Spain and the reservists will be mobilised.

The strike assumed the character of a general movement with a revolutionary tendency. The calling up of reservists is authorised in order to prepare for emergencies. Disturbances are reported at various points. All is quiet in the capital.
