The Workmen’s and Soldiers’ Council has issued a stirring proclamation urging the soldiers to stand firm, and adding “The time has eorn« for action without hesitation. Teresskehetkot has been appointed Minister of Foreign Affairs, M. Tcher n off, Minister of Agriculture, M. Skobeloff, Minister of Labour.
