PEACE RUMOURS. AUSTRIA’S CHANGED PLAN: THE HAUGUE, July 21. It is stated in diplomatic circiw that King Karl intended last week officially to appeal to the Pope, Jting Alfonso, and Queon Wilhelmin* to mediate for peace. Notice had been given to Germany and approval seemed, when at the last minute news reached Vienna of impending troubles in Russia, which seem to have been foreseen in Berlin several days ahe&a. Thereupon, the mediation plans wsr« relinquished. --
