The United Press correspondent at Washington quotes from officials and diplomats, who believe that the Kaiser perhaps created the crisis as part of a peace scheme. Senator Polk warned the nation not to exaggerate the situation. Despatchec coming to the State Department indicates that Zimmerman and Holffcrich have been dropped.
