The annual Congress of the New Zealand Alliance opened to-dav. The president, in his opening address, spoke hopefully regarding the future. The report stated that if Parliament failed to close hotels and clubs etc., between G p,m., and 8 a.m., for the duration of the war, and six months after, the Alliance would demand it should forthwith submit the question of prohibition to a referendum of the people, to become in operation as soon ns earned, merely as a War measure, and not as a permanent enactment. If Parliament: refused either of these, then the Alliance- would demand that on June '3oth next, every form of license should cease.

The report expresses gratification with the statement of the Minister of Dfence that- there is to he no wet canteen in camp.
