December, asking the belligerents their war aims, and the simultaneous statement* by Mr Lansing that the country was.on the verge of war. Tho pamphlet says the Government

was informed that Germany did not intend to koop her pledge, given during the Sussex controversy, that she would not sink merchantmen unwarned. The German peace Note plainly indicated that, Germany would insist on such terms as would leave Central Europp under German domination, thus building an Empire menacing trie world, and enabling Germany to crush her adversaries.
