A manifesto to the people of Petrograd apropos of the anarchist outbreak at Duncvos House, signed by the All Russia Conference of Workmen and soldiers, all Russian Peasant’s Conference, and all Socialist Parties, except the Extremists, says the Extremists in Viborg quarter in calling the people into the streets without the signatories assent, points out the Extremists action at the present distressing junction, may harm 1,1 ~ revolutions work. You are called into the streets in order to assist in deposing the Provincial Government, the support whereof we consider essential. Bloody disorders may arise from peace demonstrations. The manifesto urges the people to bowart of counter revolutionaries, who ale waiting an opportunity to crush the revlution. It appoals to the people in the name of the active army, to avoid the streets and abjure demonstrations.

crowd of Anarchists, including many soldiers nnd sailors, 'invaded the Lutncran Church at Helsingfors. Leader Bolt, made incendiary speeches in * Swedish, Finnish and Russian from tho pulpit- Tho singing of irtter- ' national Anarchist songs followed. Finally the military dragged out the Anarchists and arrestod several, in•V eluding Bolt, who was sent ito a lunatic asylum. Tho militia were a«.- - tacked with sticks pand stones, throw being injured.

Even more serious is tho threat of an almost total stoppage of industry du£> to .the* shortago of fuel and material. Workmen continually demand enormous increases in wages. There was a grave danger of a big railway strike which the Government mnnfesto luckily averted. The Cossack army is displaying great distrust of the Extremists and there is a desire for stability in the country. This is of great importance, the temporary Government being, confident that the Cossacks will support the work of creating a strong united State.
