It says Russia, as a demo racy must continue to fight German autocracy, which only the united strength of the World’s democracies is able to crush. It urged tho acceptance of the United States’s aid, and reiterated that the United) States was pledged to the common cause of humanity.
ITaYTI AND GERMANY. (Received. This Dnv at 8.50. a.m.) WAHSINGTQX, June 19 It, is announced that Hayli has severed relations with Germany.. President Wilson in welcoming the Belgium mission said the Americans glory in the unflinching heroism of the Belgian people and their sovereign. I welcome the opportunity of expressing our solemn determination on the inevitable victory, that Belgium shall bo restorde to be a place, so richly won, among tho self-respecting nations of the earth.

On the second reading of the Coneription Bill, Sir R. Borden said a million and a half men were available for military service, of whom seven hundred and sixty thousand wer© single, Between the ages of twenty and thirty-four there were available six hundred thousand men. No now principle involved by the Canada Militia - Act, which covered the precise ground ,except that it involved balloting, to the present method and was fairer to the economic welfare.

Loitll Northdiffe has returned to New York, and has startbd work in earnest. His day is fillod by conferences. The staff is working at high pressure. Lord Northdiffe is urging Government to control the production of"various articles, in order to facilitate Ins task.
Ho points out that within a few days of the outbreak of the war, the German Government had taken chargo of factories, railroads, and supplies. Tho American Government must take definite action in order to prevent the soaring of prices of cotton and grain, prevent th® manipulation of the steel and other markets and activities. Otherwise it will be most difficult to accomplish results.
