Austrian and German newspapers state that the reason Emperor Karl refrained from the customary constitutional oath was that he was awaiting the preparation of a new constitution, where under live States would be created in Austria .Hungary, Wallachia, Jugoslavia and Albania
Tho Emperor desires the creation of a sixth, comprising, Bohemia, Aloravia, and 'Slovac distrets, but Germany and Hungary oppose.
