Premier Swartz, in the Reichstag, ad mitted the need of suffrage and industrial reforms, but said Government were too preoccupied with war problems. Tho Socialist and Liberal leaders recalled the universal democratic movement, and regretted that, a golden opportunity had heen lost. .... During the debate the adjoining, streets were barricaded. A large crowd assembled in strong force, am soldiers and mounted police were present. Collisions ensued and stones were thrown. The police charged, injuring several.
