A conference of delegates from the fighting fronts resolved: “That the Army demands that everything be done to end the international 'carha-c iwmeria'tely on the basis of pence without annexations or indemnity.” The delegates point out that tlie Russians have been fighting under conditions infinitely worse than the Allies. They had to inarch almost <.ni.rutectcd against Austro-German bullets, and tweak d witli bare hands. The Russians must be provided with munitions. The Army appeals to the peupw to rallv round the Provisional Government .and not to permit the Army to become manure of foreign fields. A Great Upheaval. " PETROGRAD, May 30. Colonel Jakubowitch assistant Minister of war in addressing Congress said that everything was ready for an offensive except the necessary yense of duty which impedes the arrival of food-stuffs and fodder!
The transport supplies which has improved considerably since the first day of the revolution gradually grew worse a week ago and is now completely disorganised. Soldiers deliberately uncoupled trucks of fodder and food-stuffs for the front and- the Railway officials were powerless. \ Deserters leaving tlie front'insisted on turning hack the trains. Ho declared that the whole army and country is infested with German spies and the Government is helpless to cope with the evil .

PETROGRAD, May 30. The industrial crisis is so acute that the Minister for FinanceYrecently stated that only a miracle could save the country from economic ruin. The disorganisation of the factories was duo to the workers’ demands un higher wages Ithat vastly exceeded tn© entire profits. They were not satisfied with the increase of 150 per cent ceded them. Committees of workmen control the factories, hence the ‘banks are unwilling to give credit and the owners aiu e not close down owing to threats or bodily vengeance. Breach of Regulations WELLINGTON, Slay 31.—At the Magistrate’s Court to-day the Gordon and Gotch Proprietory Co., Ltd., was charged under “The War Regulations” that they had in their possession for sale a prohibited publication known as “The International Socialist’s Review.” A fine of £2 was inflicted.
War Relief Fuuds WELLINGTON, May 31. The financial statement presented at a meeting of the Wellington War Relief Association shows that the amount expended and disbursed during the fifteen months since the Association commenced operations was £13,282.
